Begin with bounded public intents

Start with approved hours, locations, public deadlines, event details, callback capture, and routing. Explicitly prohibit admission, placement, grade, discipline, attendance, health, disability, counseling, accommodation, custody, emergency assessment, financial aid, tuition, refund, and legal decisions. Each allowed answer needs a current source, owner, review date, permission, confirmation language, and fallback. If the source is stale or conflicting, say the system cannot confirm and route to a person.

Separate minor interaction from adult authority

A student may contact an education office directly, but the workflow must follow institution-specific age, privacy, safeguarding, and consent rules. Do not ask a child to impersonate a parent, provide unnecessary identifiers, consent to unrelated commercial use, or continue a sensitive conversation without the required human path. COPPA can apply to covered online services collecting information from children under 13; qualified owners determine scope and approved authorization.

Keep education records out of uncontrolled generation

Map whether names, identifiers, grades, attendance, health, disability, discipline, location, schedules, counseling, financial, or family data can enter prompts, transcripts, logs, analytics, training, support tools, or vendor systems. Apply minimum necessary collection, least privilege, purpose limits, retention, deletion, correction, and disclosure controls. A redacted test dataset is safer than live student data for evaluation. Design emergency stop rules

Make accessibility a tested workflow

Provide equivalent public information and routes to a person. Test keyboard access, screen-reader labels, headings, zoom, contrast, error recovery, time limits, captions or text alternatives, language support, relay-compatible channels, and accommodation handoff. Automated scans cannot prove accessibility. Include manual testing and feedback from people who use assistive technology. Do not infer disability, language ability, intelligence, or credibility from interaction patterns.

Require acknowledged human handoff

Define owners for enrollment, records, payments, accessibility, special education, counseling, health, discipline, complaints, safeguarding, emergencies, privacy, and security. Record the minimum context sent, transfer result, acknowledgment, retry, caller status, and final disposition. An API success, created ticket, or ringing phone is not a completed handoff. Make a human available on request and provide a safe alternative when the first destination fails.

Control models, prompts, tools, and sources

Version the model, system instructions, knowledge sources, retrieval settings, tools, permissions, integrations, notices, and routing rules. Name approvers and rollback authority. Test prompt injection, source conflicts, stale policies, unauthorized record access, false completion, payment requests, student impersonation, emergency language, accessibility barriers, and human requests. Re-run regression scenarios after every substantive change and retain results without exposing real student records.

Measure defects and complete outcomes

Track correct public answers, acknowledged handoffs, resolved requests, unknown outcomes, unauthorized disclosures, minor or consent defects, accessibility failures, emergency errors, payment boundary violations, corrections, and complaints. Keep severe error classes outside speed averages. Report the configuration, test set, denominator, time window, exclusions, and reviewer. NIST frameworks support risk management; they do not certify a specific education deployment as trustworthy, compliant, or effective.

Map authority before contact design

Document who owns enrollment, attendance, records, tuition and fees, financial aid, special education, accommodations, counseling, health, transportation, discipline, safeguarding, emergency response, privacy, security, and communications. Name a primary and backup role, hours, allowed actions, required evidence, and failed-handoff path. K-12 schools, colleges, tutoring organizations, training providers, and education nonprofits have different authority structures. If no qualified owner can be named, hold the decision and capture only the minimum request.

Keep advice and eligibility with qualified owners

Frontline contact handling may provide approved public information, collect a structured request, schedule an ordinary meeting, or route a person. It should not interpret law, determine enrollment or program eligibility, diagnose a learning or health need, decide an accommodation, advise on immigration or custody, calculate financial aid, promise safety, waive a requirement, or disclose a record. Each high-impact question needs an authorized human owner and an accurate statement of what remains undecided.
